Located in the heart of the historic Dubuque, Iowa, the Five Flags Center is on the National Historic Landmark Registry. It is a multi-purpose arena which is named after five flags which flow over Dubuque; the Fleur de Lis of France (1673–1763), the Royal Flag of Spain (1763–1803), the Union Jack of Great Britain (1780), the French Republic Flag of Napoleon (1803) & America's Stars and Stripes (1803–Present).
The arena adjoins two sides of the theatre which seats up to 4000 people. Additionally, this center can be transmuted overnight to host different events quickly. The center features concession stands, padded permanent seating, dressing rooms, locker rooms, mobile bleachers, sound and light systems, and other amenities for special events.
Its construction began in 1976, and it opened in 1979. The first concert of Bob Hope hosted at the Five Flags Center. This center can house up to 5200 people for basketball and 2500 for ice hockey. There is one permanent side seating while other sides are for Dubuque's major concerts, bleachers and Loras College basketball. It has hosted High school graduation ceremonies for Senior High School and Hempstead High School.
From 1980 to 2001, it was also the former home of the Dubuque Fighting Saints of the United States and from 2001 to 2010; it was the home of the Dubuque Thunderbirds hockey team of the Central States Hockey League.
