The venue was built and opened to the general public on October 23, 2003. For hockey, it has a seating capacity of about 5,500 people at a time, and for concerts, it has a seating capacity of 6,800 people. The arena is under the ownership and is operated by the City of Hidalgo Municipal Facilities Corporation. The architecture of the venue is designed by PBK Architects Inc. and Eduardo Vela architects.
